Its functions include statutory inspection of Railways and Rolling Stock, authorization for opening of new Railway lines, doubling of existing lines and gauge conversion works, sanction of certain minor works, examination of proposals relating to new Rolling Stock and increase in speed of existing Rolling Stock, periodical inspection of running lines and other assets, and investigation into serious Railway accidents.
